Brasil: Chamber of Deputies Subcommittee Discusses Betting Regulation at Hearing

(Brasília).- A public hearing to discuss the regulation on betting in the country will be held by the Permanent Subcommittee on Sports Betting Regulation of the Chamber of Deputies.

The event will take place on Tuesday (20), August, starting at 2:00 pm, at the Legislative Assembly headquarters in Brasília. The initiative seeks to establish strategies to combat illegal operations in the national market.
Representative Caio Vianna (PSD-RJ), president of the Permanent Subcommittee on Sports Betting Regulation (SUBAPOST), linked to the Chamber's Sports Committee (CESPO), was responsible for requesting the hearing, which will address various aspects of the betting market. The request was formalized through Request No. 54/2025, forwarded to the Subcommittee. Among the topics covered are the current regulatory landscape and its challenges, betting on individual events, advertising and sponsorship, fundraising and allocation, financing of Brazilian sports, and measures for the prevention and treatment of gambling addiction.
One of the central points of the discussion will be Bill No. 2.842/2023, which proposes to limit sports betting in Brazil. The proposal aims to prohibit betting on individual athletes' actions during sports competitions, maintaining only bets related to the number of goals and the final results of matches. According to the bill's justification, the restriction aims to combat potential match-fixing and protect the integrity of sports competitions, especially in soccer.
The National Secretary of Sports Betting and Economic Development of Sports at the Ministry of Sports, Giovanni Rocco Neto, has already confirmed his participation in the event.
The hearing takes place at a time of growth in the sports betting sector in the country, which has required greater regulatory attention from Brazilian authorities.
The debate will be attended by representatives from various sectors involved in the regulation and operation of the betting market. The Secretary of Prizes and Bets at the Ministry of Finance, Régis Dudena, has been invited but has not yet confirmed his attendance.
Representatives of financial and regulatory institutions have also been invited to the meeting. The list includes the Central Bank, the Financial Activities Control Council (COAF), and the National Telecommunications Agency (Anatel).
The private sector will be represented by entities such as the Brazilian Fintech Association (ABFintechs), the Brazilian Payment Institutions Association (ABIPAG), the National Gaming and Lotteries Association (ANJL), and the Brazilian Responsible Gaming Institute (IBJR). Representatives from the Betting and Fantasy Sports Association (ABFS), the International Gaming Association (Aigaming), and representatives from Sportradar and Genius Sports, both specialized in sports data and integrity monitoring for the betting market, were also invited.
During the hearing, information on tax revenue, the economic impacts of the sector, and statistics related to gambling addiction will be discussed, although specific figures have not yet been released.
The meeting is expected to establish clearer guidelines for regulating the sports betting sector in Brazil, with potential legislative and regulatory implications. In his request, Representative Caio Vianna emphasized the importance of consulting experts and industry representatives before moving forward with legislative changes. "It is essential that we assess the economic and social impacts of these restrictions, considering both the protection of bettors and the sustainability of the regulated market," the representative stated in the document.
It is worth noting that the Permanent Subcommittee on Sports Betting Regulation, created in March 2025, has the main objective of monitoring the implementation of Law 14.790/2023, which established the regulatory framework for the sector in Brazil.
